A Putnam County man, who was placed on the sex offender registry after being convicted in 1993 on charges of aggravated sexual battery and rape of a child, is facing new charges today for violating the rules concerning convicted sex offenders. 34-year-old David Wayne Felts is accused of going to Northeast Elementary School on at least two occasions this month. Felts was allegedly at the school on August 10th and 13th, despite regulations that bar him from being on the premises of any school building or school grounds when children are present. The sheriff's department says that Felts was at the school with a female friend -- identified as 28-year-old Crystal G. Owen of Gainesboro. Owen is charged with criminal responsibility for allowing Felts "to accompany her and her minor child while the child was at Northeast School." A previous case, in which Felts was arrested for illegally living with Owen and her child, is still pending.
