Rep. Fincher Proposes Limits on Legislature
State representative Henry Fincher of Cookeville is planning to support changes in the General Assembly next year that would limit the total number of new laws being proposed. Fincher, along with Representative Jon Lundberg of Bristol, is proposing a rule that would block representatives from filing more than 10 bills each during a legislative session. Fincher told the Knoxville News-Sentinel that the idea is to have lawmakers set priorities and wrap up legislative sessions earlier. He says there is a "relentless march away from the constitution's idea of a citizen legislature." Fincher said, "The constitution says we should meet 90 days every two years. Now, basically, we meet for a year every two years." Fincher also proposed that deadlines be set for committee action on a bill, again with the idea of prompting an early end to legislative sessions.
