Cookeville Man Charged With 4th Offense DUI

A Cookeville man has been charged with fourth offense drunk driving after allegedly being involved in a wreck over the weekend. Police say 30-year-old Richard Lee Fields of Jere Whitson Road was driving a car on 12th Street when he allegedly slammed into a utility pole, snapping it in two. Police claim Fields failed several field sobriety tests, but refused to submit to a blood alcohol test. In addition to the DUI charge, Fields was cited for leaving the scene of an accident, and simple possession of marijuana. Police say he was convicted of DUI in Putnam County in 2009, and in Roane County and Sevier County in the year 2000.  Meanwhile, in a separate incident, police charged 26-year-old Tommy Wayne Garrett of Brewington Road with third offense DUI after he allegedly crashed his car into a mailbox.
